Looks very much like a product we use in UK called CT1,
http://www.ct1ltd.com/ct1.html
Great for underwater repairs, much better than Rotobond that tends to break down in chlorinated water. Easy to get of your hands, which is a bonus, does make a bit of a mess if you forget and walk over a repair area in your wet or dry suit boots.:D
We have used it around skimmer joins, lights, steps, re stick tiles, cracks. Great choice of colours available here.

I have used a crap ton of it already because we had to seal up a gigantic fountain that some fool thought it would be great to make it out of regular concrete and do saw cutting for expansion joints and call it a day. Really????? WTF??? this was the actual plan.

So at one point they figured out they made a mistake and used silicone to seal up the cracks in concrete lmao. And when I figured out that they were losing hundred of thousands of gallons through the expansion joints I came up wiht a plan to seal them with vinyl tubing which conveniently fit in the cut grooves when hammered in snuggly. Most areas this was the case but occasionally there were areas that needed extra help which is where the underwater magic came into play. The flexibility of using it as a sealant and adhesive has made this repair possible.

I have also used it to seal up main drain collars with the bottom pot. much easier than 2-part epoxy. I would suspect if you had a major leak it wouldn't hold up to plugging the leak without getting sucked into the hole itself before it setup. The color choices are great as well. I've used tan, black and white.

Love to hear this stuff works but I'm a little fuzzy on the application. Is it an underwater epoxy, vinyl patch...??? I know a lot of the guys on here are east coast or over seas, so here in Los Angeles, Ca. it's few and far between we run into vinyl/fiberglass pools. Does this stuff work on plaster?
